Representative James moved and asked unanimous consent that the                                     
following committee substitute be adopted in lieu of the original

 Insert "FURTHER RESOLVED, that the Alaska State                                                  
Legislature respectfully requests the President of the United States, the                           
United States Congress, and the United State Secretary of Defense act                               
to permit election activities in areas beyond 200 feet of an entrance to                            
a base or post polling place."
